The President of the Government, José Luis Rodríguez Zapatero, spoke before the plenary session of the Congreso de los Diputados [Lower House of Parliament] to report on the results of the European Council held in Brussels on 17 June and to make an initial assessment of the rotating Spanish Presidency of the European Union.
